§ 3-1. Creation, name, composition of the board.

  • There is hereby created an Orange County Advisory Board on Aging composed of 12 [amended 9.22.1987] citizens of Orange County. Each member of the Board shall be a County resident appointed by the Orange County Board of Commissioners. The Advisory Board on Aging shall include: at least five members over the age of 60 years, one County Commissioner, at least two persons who are residents of the Town of Chapel Hill, at least one person who is a resident of the Town of Carrboro and at least one person who is a resident of the Town of Hillsborough. The County Commissioner member of the Advisory Board on Aging shall serve a term of office concurrent with his or her term of office as County Commissioner. When the County Commissioner member of the Board ceases to be a County Commissioner for any reason, his or her appointment as a member of the Board shall also cease and the Board of County Commissioners, during their next meeting, shall appoint another Commissioner to the Board. All vacancies in the Advisory Board on Aging occurring from any cause shall be filled by appointment by the County Board of Commissioners, and the person appointed shall serve for the unexpired portion of the term.

    Members of the Advisory Board on Aging shall serve three-year terms, but no Board member may serve more than two consecutive three-year terms. In order to establish a uniform staggered-term structure for the Advisory Board on Aging whereby some members' terms will expire each year, the Board of County Commissioner shall initially appoint two persons to a one-year term, three persons to a two-year term and three persons to a three-year terms. All subsequent appointments for each such member or successor shall be for three-year terms.

    The Advisory Board on Aging shall adopt By-Laws for the conduct of its business including the selection of appropriate officers and the setting of regularly scheduled meetings. Advisory Board on Aging meetings shall be held in compliance with the Open Meetings Law, N.C. Gen. Stat. § 143-318.9 et seq.

    Advisory Board on Aging members shall serve without monetary compensation. Consistent with general policies of Orange County, Board members may be reimbursed for travel and subsistence for attending meetings, conferences and workshops.
