§ 28-79. Responsibilities.

  • (a)

    Board of County Commissioners.

    (1)

    A permanent position may be established or eliminated by the Board of County Commissioners.

    (2)

    A permanent increase or reduction in hours of an established permanent part time position requires approval of the Board of County Commissioners.

    (3)

    Adopts the Position Classification Plan annually.

    (b)

    County Manager. The County Manager is responsible for the administration and maintenance of the position classification plan, including:

    (1)

    Revising the Classification Plan, as appropriate, during the fiscal year within the funds allocated in the budget which shall include but is not limited to:

    a.

    Allocating or reallocating an established position to a new or established class within the Classification Plan as a result in a change in assigned duties or responsibilities; and

    b.

    Changing the title of an existing class to a new or established class within the Classification Plan.

    (2)

    For any revision to the Classification Plan, assigning the position to the appropriate salary grade within the salary schedule approved by the Board of County Commissioners.

    (3)

    Reporting revisions of the plan to the Board of County Commissioners within thirty (30) days of the action taken and providing the Board with an annual summary report.

    (4)

    Approving temporarily an increase in the hours of a permanent part-time position to meet immediate operating needs.

    (c)

    Personnel Director. Under the direction of the County Manager, the Personnel Director:

    (1)

    Develops and implements the supporting systems and procedures to maintain the position classification plan, including the use of a position description form to describe the duties and responsibilities of an individual position.

    (2)

    Maintains an official copy of the position classification plan, including class specifications for the classes established in the plan.

    (3)

    Conducts classification studies of new positions and existing positions.

    (4)

    Classifies and reclassifies positions within the classification plan established by the Board.

    (5)

    Identifies the need for any amendment to the classification plan and proposes this to the Manager along with necessary supporting information.

    (d)

    Department Heads. Department Heads are responsible for:

    (1)

    Assigning duties and responsibilities to positions, subject to any necessary review by the County Manager.

    (2)

    Bringing to the attention of the Personnel Director significant changes in the duties,responsibilities, working conditions or other factors which may affect the classification of a position.

    (3)

    Providing to the Personnel Department requested position descriptions or other job information necessary to determine the position's classification.

    (e)

    Employees. Each employee is responsible for bringing to the attention of the supervisor any changes in the position which he or she believes may impact on the position's classification.
