§ 12-4. Construction.

(a)

This Ordinance shall be liberally construed according to the fair import of its terms, with full and careful consideration given to its humanitarian nature and remedial purpose.

(b)

Words importing the masculine gender shall include the feminine and words importing the feminine gender shall include the masculine.
